Purpose: The General Manager Trip Delivery, under the supervision of the Managing Director, plans, directs and manages all activities related to HandyDART operations. Includes full responsibility for safe and effective operations, providing leadership to safety, training and vehicle maintenance. This position will be based out of Surrey, but require travel to our various depots in the Greater Vancouver area

Directly Manages all staff and oversees all human resources actions for trip delivery including recruitment, hiring, training promotion, discipline, suspension, termination
Responsible for the safe, effective and customer service-oriented delivery of HandyDART service throughout TransLink service area
Ensures compliance with all contractual requirements (including key performance indicators). Monitors trip delivery statistics (on-time performance, etc) to adjust operations and staffing coverage as needed to maintain optimal performance with budget
Acts as a member of the senior leadership team to delivery world class performance of the HandyDART system
Drives employee engagement and recognition. Coaches, trains and mentors Managers and employees
Develops and implements system policies, procedures, training, incentive programs to govern staff performance. Ensures compliance with all legal requirements
Oversees the maintenance department to ensure availability of fleet to complete service, and compliance with CVIP and other required standards
Ensures compliance with corporate policies, processes and procedures, as well as reporting requirements according to federal and provincial regulations
Performs all other related duties as assigned

Bachelor of Arts Degree in Public Administration, Business, Transportation, or a related field (preferred) or trade certificate

Commitment to the highest level of safety
Seven+ years of experience in custom or paratransit public transit operations with three (3) years having been in a general management capacity or any equivalent combination of education and experience
Conventional, custom or paratransit specific knowledge and experience with large workforce
Experience working in a unionized environment
Thorough knowledge of the principles and practices of management and supervision
Thorough knowledge of transit operations and administrative functions
Thorough knowledge of maintenance practices (vehicles and drivers)
Thorough knowledge of occupational safety standards and procedures
Ability to effectively prioritize tasks and manage time effectively
Strong interpersonal skills in dealing with all stakeholders
Excellent oral and written communications
Proven analytical, problem solving and decision-making skills
Capability to plan, organize and direct trip delivery activities and to train personnel
Ability to analyze data and write clear, concise reports

Work extended hours regularly, including some weekends and holidays
Incumbent must be able to move about the office and the throughout the Depot yard and facility
Travel throughout the HandyDART system will be required
