UBC is embarking on a multi-year journey to transform its academic and administrative support processes and system environments for the entire UBC community. The Integrated Renewal Program (IRP) unites previously independent projects, formerly known as Student Academic Systems Initiative (SASI), Procurement Modernization, and HR Renewal to replace 20-year old legacy systems. The Integrated Renewal Program vision is to transform the way UBC supports learning and research, and how UBC works, to create a cohesive, integrated, and enriched experience for students, staff, and faculty.
The Integrated Renewal Program will implement one core platform for students, faculty and staff to conduct administrative tasks - resulting in a better user experience, a new set of tools, a new way of working, and improved reporting for informed decision-making.

The position functions as a direct member of the PMO with day-to-day active involvement with the HCM (Human Capital Management) Work-stream. Working cross functionally across the IRP work-streams ensuring integration of HCM deliverables, and their communications with the Organizational Change Management work-stream. In this role, he/she is responsible to manage the phases of the entire project lifecycle of HCM's complex transformation projects including developing project plans, planning deliverables, assembling project teams, assigning and identifying appropriate resources, identifying dependencies integrating with other technical and work-stream plans. Managing risks, identification and mitigation of issues and developing schedules to ensure timely completion of projects.
The incumbent ensures that the formal project management methodologies are followed. In this role, he/she is responsible to provide regular status reports to IRP HCM Work Stream Director, and other IRP Managers.
The Project Manager reports directly to the Director Transformation, HCM and receives day-to-day guidance from PMO Lead. The incumbent works closely with the Organizational Change Management team and with the other work-stream Project Managers, Team Leads and SD&D Managers. This role requires regular cross functional collaboration with other Project Managers, Project Coordinators, Workday Engagement Managers, Deloitte resources, as well as other IRP team members. Daily collaboration with other Work Stream Project Managers is required.
- Manages complex projects related to information systems and business processes on behalf of the HCM work stream.
- Manages the IRP HCM project plans.
- Works with the IRP HCM Transformation Director and PMO Program Director to ensure timely executive of tasks, current, planned, and/or adjusted.
- Works across the workstreams regularly to ensure on-time and accurate task planning and management.
- The work of the PM will have a direct impact cross functionally within the IRP workstreams.
- Identifies, analyzes, and manages risks and issues unique to each project, and recommends improvements to the design and/or implementation of the project to ensure project objectives are met in the most efficient, timely and economical way possible.
- Effectively manages changes as they occur though any part of the project and effectively manage scope-creep while ensuring stakeholder satisfaction and maximizing opportunities.
- Communicates to stakeholders of varying subject matter expertise as the project progresses. Continually builds stakeholder buy-in and support.
- Facilitates and manages unplanned program priority changes effectively, retrofitting current PMO project plans and working with project streams to achieve successful change to plans.
- Collaborates with UBC and Vendor (Workday, Deloitte) resources to ensure seamless integration and successful execution of IRP Project plans.
- Acts as a champion for project management tools, methods, and processes, ensuring compliance to current IRP program repository and program management plan.
- Manages the up keep of the program repository and program management plan throughout the IRP program stages.
- Liaise with various project teams to ensure the effective planning and implementation of the IRP.
- Builds and maintains good working relationships and collaborates with others to achieve IRP objectives
- Mentors team members on the HCM work-stream as well as cross functional team members to advocate project management best practices and tools to enable standard application.
- Initiates projects following appropriate project management methodology including gathering and defining COTS project requirements, developing project plans, and schedules, identifying staffing requirements, and forming project teams.
- Takes a project from the concept stage to the stage of a well-defined project (with timelines and methodologies defined and agreed to) by leading thorough assessment of stakeholder needs. This includes gathering, analyzing, documenting information, priorities, resources, limiting factors, etc.
- Maintains up-to-date knowledge of current information technology techniques and tools.
- Selects and follows project management methods, procedures, and quality objectives, and tracks metrics for assessing progress.
- Balances workload, provides technical and analytical guidance and work direction to project team, including scheduling, assignment of work, review of project efforts and removal of roadblocks which may inhibit project success.
- Ensures that all team members have the tools and training required to perform effectively, and provides the team with constructive feedback as it pertains to project performance.
- Assesses variances from the project plans, budgets and schedules, develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives, and keeps management aware of the situation.
- Conducts formal review with business sponsor at project completion to confirm acceptance and satisfaction.
- Identifies potential areas for improvement in current methodologies and provides guidance to other less experienced project managers.
- Develops and maintains a productive working relationship with project sponsors, vendors and key clients.
- Performs other related duties as required.
As part of the IRP Finance work-stream, the position is accountable to both the Director Transformation, HCM and the PMO Lead. Receives program management direction and support from the IRP PMO Director. Works with latitude within general policies and an administrative framework. Work is reviewed in terms of achievement of overall and long-term project objectives.
Manages staff and contractors directly and indirectly. Directly supervises Project Coordinator for HCM team. Will provide project direction to various IRP Delivery Team members, in addition to vendor and external consulting personnel, academic departments, customers, and other administrative units around campus.
Consequence of Error/Judgement
The Integrated Renewal Program will transform the way we interact and work on all aspects of the full scope of the Student, Financial and HR systems with the goal of making it easy and efficient for the faculty, staff and students, and creating a cohesive, integrated experience for all users. This project will touch the whole campus (over 10,000 faculty and staff and over 60,000 students) and thus has a high consequence of error with a negative impact to the whole organization.
The position is in a key leadership role for ensuring that the program management practices are adopted within the Program workstreams. Inability to establish effective program management practices could have an extremely negative impact on program completion and adoption. Failure to effectively perform in this role would negatively impact the University's ability to achieve its strategic goals and vision.
Undergraduate degree in a relevant discipline. Workday experience or COTS project management experience required. A minimum of 5 years of experience or the equivalent combination of education and experience. Managerial experience is definitely an asset. Experience and ability to effectively facilitate groups to achieve appropriate outcomes. Experience managing vendor activities and its integration within the Integrated Renewal Program. Demonstrated ongoing career development through active and self-motivated professional development in the field of project management. Project and/or technology management experience demonstrating progressive responsibility preferably in a University or other public or private sector environment or the equivalent combination of education and experience.
Experience managing enterprise projects, designing, developing and implementing IT systems or processes. Experience throughout the project management life cycle in managing third party commercial off the shelf product solutions (COTS) in complex environments. Experience in change management, budget development, financial management, and risk management. Good knowledge of applications development methodologies.
Knowledge of IT application development and implementation best practices, "rules of thumb", and benchmarks. Ability to develop and deliver effective presentations and workshops An understanding of key trends and players in the IT industry, particularly on mobile applications and digital media. Effective leadership, consulting, facilitation, consensus building, conflict resolution, and negotiation and team-building skills. Ability to mentor and coach staff, and act as a resource.. Ability to develop and maintain cooperative and productive working relationships with customers and potential customers. Ability to effectively manage multiple tasks and priorities and work in a fast-paced environment.
