To develop and implement an information system and data program including policies, procedures, and best
practices that ensures divisional data is user friendly, trusted, visible, accessible and interoperable. To establish
processes for a data governance framework, modeling, security, access, control, visualization, data analytics and quality to achieve the required level of consistency while minimizing data redundancies across the Toronto Water division.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Establishes and implements a divisional information system and roadmap including procedures for governance, identification, collection, protection standards, adoption requirements and use of corporate metadata.
Leads projects on integration, virtualization, modelling, warehousing and overall data management for the Toronto Water division.
Identifies, communicates, and resolves data and process gaps that impact the fulfilment of the division's functional requirements.
Develops and implements operational processes for timely data-loading and ensures accuracy and validity of metadata used within the unit.
Develops data management disciplines within the context of corporate architectures and technology standards and promotes information management best practices.
Defines key performance indicators and ensures compliance with data related policies, standards, roles and responsibilities and adoption requirements.
Oversees mapping of data sources, data movement, interfaces, and analytics.
Establishes mechanisms for monitoring and compliance with information management and data governance policies and practices.
Develops and maintains inventory of the divisional information maps, including systems that have authority over other systems.
Identifies external data sources and recommends eliminating data redundancies and streamlining relevant expenses.
Provides and supports the implementation of business solutions by building relationships and partnerships with key stakeholders, identifies business needs, determines and implements opportunities for improvement and adapts to competing demands and organizational changes.
Participates in sustaining and improving the division's infrastructure, methodologies, tools, techniques and standards; ensures their conformance and adherence among business and technical teams.
Communicates business and technical decisions that may impact solution delivery, staff performance, business processes, management workflow and technical support of public services effectively and in a timely manner to stakeholders, clients, project managers, supervisors and team members.
Analyzes and recommends changes to current business practices, processes, data flows, performance measures and knowledge utilization toward a more efficiently managed and coherently integrated information environment for all units within the division.
Recommends and implements practices on data management design including privacy and quality assurance requirements consistent with Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and corporate standards regarding storage retention and processing of confidential data.
Develops and implements a process with key divisional stakeholders in developing detailed business requirements, conducting gap analyses and creating functional program designs.
Participates in and contributes to cross-divisional initiatives to design, construct and implement business and technical solutions.
Serve as a liaison between operational and IT divisions to ensure that data related business requirements are clearly defined and communicated as part of operational prioritization and planning.
Assists in preparing RFI/P/Qs and other formal project documents (SOWs, MOUs, business cases, project charters, SLAs); participates in evaluating, selecting and recommending technical solutions and professional services; assists in managing vendors and contractors in the overall solution delivery process.
Addresses issues and concerns regarding data compatibility and multiple-platform integration.
Identifies new business opportunities pertaining to the use of information assets to achieve efficiency and effectiveness.
Bachelor's degree in Data Science, Computer Science, Information Technology, Economics, Information Systems, Statistics, Applied Math, Business Administration, or equivalent combination of education
Considerable experience in Data Management development and sustainment, including data quality, data integration (ETL), data virtualization, data modelling, reference and master data management, metadata management, data governance and data warehousing.
Experience using some of the following or equivalent tools and methodologies is required. Examples include SAP Information Steward, SAP Data Services, SAP BW, SAP Business Objects BI, Erwin, Oracle
Experience in leading projects or teams, including demonstrated skills in using project management methodology, with proven track records in successfully completing projects according to an established methodology.
Knowledgeable in assessing data quality and bringing data together from internal and external disparate data sources.
Experience using SDLC methodologies and approaches to data management solution development.
Ability to prepare, organize and present business cases, proposals, solutions and budgets or similar formal documents and statements to various audiences, including stakeholders, clients and the public.
Business acumen to establish and maintain an effective consulting relationship with clients and vendors, with a strong customer service orientation.
Highly developed interpersonal skills, including conflict resolution, problem-solving, and communication skills.
Excellent oral and written communication skills, with the ability to communicate effectively with peers, senior management and clients.
