Reporting to the Director of Strategic Initiatives, the Manager of Business Intelligence and Research plays a key role in supporting the Human Services Leadership team with departmental data issues based on robust analysis, evaluation, research and evidence.
The Manager will develop, plan and implement Human Services analytics, informatics and research programs to support Departmental system initiatives.
What you will do:
Provides specialized advice and expertise in research, data analytics, human services informatics, geospatial analysis, structured and unstructured data mining and human services system intelligence to support and advance Human Service's service outcomes
Leads and designs highly complex investigative campaigns with significant impact on achieving departmental and program objectives including operational, financial and strategic goals
Researches, designs and executes a Human Services Data and Business Intelligence strategy
Analyzes and links latent data assets, existing Regional data warehouses, existing transactional data, and external data sources.
Liaises with the Human Services Leadership Team as well as additional Human Services Divisions to assess client priorities, understand strategic alignment of informatics and analytics and develop highly effective and high value solutions
Work closely key stakeholders to ensure that robust analysis is embedded into decision making as part of developing an evidence-based culture
Manages multiple departmental analytics and informatics programs and projects that further support evidenced informed decisions for the effective delivery of Peel's Human Services
Assesses and oversees services of consultants, research associates and vendors to achieve client deliverables as appropriate
Expert relationship builder who motivates staff to partner with internal and external clients and stakeholders
Manages business relationships with other corporate-wide business partners that are Analytics & Evaluation or Business Intelligence program based
Responsible for the development, planning and implementation of the team’s section, program and service objectives.
Leads a dynamic team of professionals and is accountable for coaching, motivating, training, developing and evaluating staff performance.
Develops, recommends and administers the budget for the section and ensures that the expenditures are controlled and maintained within approved budget limitations
Develops and maintains strong relationships with a variety of industry and community organizations to promote Human Services programs.
Provide pro-active communication of critical issues, risk mitigation opportunities and contingency plans
Develops policies and procedures (governance) for the section and be a key contributor to policies and procedures related to data and analytics and consider broader human services sector factors for all Human Services programs
Provide project management leadership and discipline in the delivery of projects including accountability for deliverables
Communicates program strategies and objectives for the Human Services Business Intelligence & Research program to members of Regional Council, Human Services leadership team and program staff at all levels within the organization and externally as required
Measure the success of the programs and services provided; prepare reports regarding performance and program activities
Manage technical issues and guide issues to resolution through internal resources (DIS) and external resources (vendor, contractor or consultants)
What we require:
Undergraduate degree in Science, Computer Science, Economics, Engineering, Mathematics or other quantitative specialty combined with post graduate degree in Business Administration, Healthcare or Public Sector Administration or other social services related field
5 years of Public -sector experience in an analytical/business intelligence and leadership role
Strong knowledge of public sector trends related to technology, policy, provincial mandates and priorities and the future direction of social service delivery in Ontario
Experience managing a portfolio of projects in a fast paced and rapidly changing environment
Experience managing in a highly accountable environment with knowledge of key productivity metrics and resource management tools and strategies
Proven ability to build and maintain partnerships with stakeholders, clients and customers;
Strong organization skills and effective project management experience
Excellent verbal and written communications skills that have proven successful in communicating technical and complex messages to a variety of stakeholders
Excellent negotiation, facilitation and conflict resolution skills
Strong analytical and problem-solving skills capable of understanding client and human services system requirements and providing innovative analytics and informatics solutions
Familiar with budgeting, contract management, financial reporting and analysis, preferably in the public-sector context
Hours of work: 35 Hours per week; Monday to Friday
