The BC Wildfire Service (BCWS) is a unique area of government tasked with the responsibility of preventing, managing and suppressing unwanted wildfire on the landscape. Approximately 1600 field workers - comprising technical experts, strategic thinkers and fire operations staff - are dedicated to undertaking the BCWS mandate in delivering effective wildfire management and emergency response support to protect life and values at risk, encouraging sustainable, healthy and resilient ecosystems.
To lead and direct the development, implementation and evaluation of a change management program for a provincial level emergency management program that involves overseeing long-term projects and sub-projects and/or multiple delivery components. The Manager Organizational Development directs the development and delivery of change leadership, and change management specific to BCWS
The Manager will also lead a BCWS workforce transformation strategy. This includes change management consulting, learning and development, organizational development, culture change and leadership development, in collaboration and/or with support of People and Workplace Strategies Branch.
The Manager will develop and lead a leadership development program; a wildfire training curriculum and program; a safety and resiliency program; a recruitment and retention strategy; and manages the in-house payroll system for staff working for fire season (1,500 +). These programs will be delivered for a large decentralized workforce of up to 1,600 with a complement of permanent and seasonal employees.
The role works in collaboration with the Strategic HR Advisor from People and Workplace Strategies Branch to advise BCWS senior management on change management, strategic HR initiatives, and workforce transformation. The Manager provides advice to affect organizational culture change based on the After Action Review Implementations Plans. This work spans the internal transformation vision for a fully integrated model for wildfire management, to BCWS organizational development, all the way down to work-unit and project level change readiness support.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
Degree or higher in business administration, public administration, human resource management, natural resource sector or related field.
An equivalent combination of education, training and experience may be considered.
Minimum of three (3) years experience establishing collaborative relationships with executive or senior managers and leading organizational change associated with implementation.
Minimum of three (3) years leading and coaching multi-disciplinary senior level professionals and/or managers in the development and implementation of complex projects, programs, and/or services.
Minimum of three (3) years supervisory experience.
Experience in strategic business planning; contract management; financial management; and stakeholder management.
Preference may be given to candidates with experience in project management and/or change management.
