Background

Social Development has undertaken a project known as the Integrated Housing Solution, to replace its legacy NB Housing collection of applications with a new Commercial Off The Shelf (COTS) software solution provided by Northgate.

Services Sought

The purpose of this Statement of Work is to obtain the services of Senior Business Analyst Level 3 (SBA3) for the Integrated Housing Solution project, to assist the Department with the implementation preparation activities and to be part of the project’s implementation team.

This resource will be defining, documenting, presenting, testing and implementing the Housing business area’s “To-Be Processes” that will be used in conjunction with Integrated Housing Solution.

Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.

The Language of Work is English.

The Language of Service is English.

The successful proponent will be expected to produce the deliverables described in Section 11.

Mandatory Requirements

University Degree (Information Technology or Business Administration related)

or

Community College Diploma (Information Technology or Business Administration related)

or

An equivalent level of education and experience may also be considered.

Years of IM/IT Experience: Minimum 8 Years

Experience as a Business Analyst: Minimum 8 Years

Deliverables

The Business Analyst will be expected to:

  • Business analysis activities, schedule, and effort required to produce deliverables
  • Follow and apply Systems Development Life Cycle (SDLC) methodologies and other

organizational standards

  • Participate in design sessions and capture the system configuration required in the COTS application.
  • Configure the COTS application in various environments (DEV, SIT, Training, UAT)
  • Support system implementation and production readiness by liaising with project team
  • Assist in the development of the implementation plan.
  • Work in collaboration with existing project team members
  • Responsible to ensure that knowledge transfer from the project team to the support team occurs, where applicable.
  • Other duties and roles as assigned

Scored Requirements

S1 Experience working with cross functional business and technical teams that includes a mix of in-house resources and external participants. 5 years

S2 Experience working with medium to large business application systems development project teams.

Medium to large complex projects are those that:

o cross multiple business units and / or organizations (i.e. 4 or 5 business units);

o Operate for an extended period (i.e. more than 12 months); and

o Involves dealing with business transformation issues as well as technical

5 years

S3 Demonstrate experience conducting business process analysis, process improvement, workflow, benchmarking and / or evaluation of business processes

5 years

S4 Facilitation skills - Demonstrated experience in conducting working sessions with business/clients for requirements gathering.

5 years

S5 Experience analyzing functional requirements to identify information, procedures, and decision flows.

5 years

S6 Experience developing and documenting a detailed statement of requirements, both functional and non-functional.

5 years

S7 Experience defining and documenting interfaces of manual to automated operations within application sub-systems, to external systems, and between new and existing systems.

5 years

S8 Experience creating test cases, requirements traceability documentation, defining test data requirements, and executing test cases.

5 years

S9 Experience using Agile and the development of User stories or similar methodology.

5 years

S10 Experience working with a geographically distributed team.

5 years

S11 Experience working within the Public Sector as a Business Analyst.

Reporting Structure

The successful candidate will report to the Director Business Application Services- SD located at 551 King St., Fredericton, NB.

Duration/Effort

The successful candidate will be required on a full-time basis, from May 27, 2019 until June 30, 2020 (maximum of 265 days in total).

SNB reserves the right to truncate the engagement, as needed.

SNB may extend the engagement, monetarily, by 25% or 6 months, whichever is reached first, if it deems necessary.

Work Location

The successful candidate is required onsite for the duration of the engagement with SNB at 551 King St., Fredericton, NB. SNB will provide office space with access to pertinent information and resources for the duration of the engagement.

Job Type: Contract

Salary: $50.00 to $63.00 /hour
