Reporting to the Team Lead, IMITS, the Senior Technical Specialist is responsible for planning, establishing and maintaining the technical components and infrastructure necessary to support Telehealth and video conferencing activity. The Senior Technical Specialist is responsible for a large range of activities including the development of business cases, development and review of RFP’s, assessment and advisement of technical options, and project implementation and evaluation. The role is also responsible for meeting the technical needs of individual programs by applying specialized video conferencing technology through specific applications. The Senior Technical Specialist demonstrates the operation of equipment to users across the Health Authorities and troubleshoots level 2 issues as they relate to video conference equipment, Multipoint Control Unit bridge (MCU), and the network.

Key Accountabilities

Installs, operates and maintains secured video conferencing systems when required. Configures, modifies and tests video conference hardware such as Codecs, monitors, laptops, microscopes and various other peripheral devices both medical and non-medical.
Installs and tests software according to established procedures to ensure that equipment is functioning as designed.
Monitors video conference bridge infrastructure during events by using various applications to ensure quality and connectivity.
Performs preventative maintenance of video conference systems including software by performing duties such as testing, cleaning equipment, and ensuring that software release levels are maintained and kept up to date.
Participates in defining processes and scripts to support the implementation and use of video conference hardware and software, such as client support documentation, troubleshooting guides, and documenting process and protocols for technician support calls. Assists with projects by performing duties such as participating in project teams to provide client support perspective.
Provides expert assessment and advice related to the planning and implementation of new and/or upgraded video conferencing and telehealth applications and equipment for clients. Performs tasks such as confirming user requirements, identifying concerns with existing or planned systems and recommending appropriate modifications and/or new systems. Estimates equipment and installation costs by working with vendors for budgeting and planning purposes. Provides project management by ensuring projects proceed as planned and reports on progress.
Maintains current knowledge of new developments in video conferencing initiatives and technology and employs appropriate knowledge sharing strategies to disseminate information to members of the video conferencing services team.
Liaises on an ongoing basis with technical specialists in all health authorities, and other provinces by attending meetings both formal and informal.
Develops and maintains vendor relationships to identify opportunities to apply emerging technologies and equipment and ensure that this information is shared with the team and users of video conferencing.
Qualifications

A level of education, training, and experience equivalent to a Bachelor’s degree in Computer Science, or related Telecommunications or Audio-Visual field and/or a minimum of five (5) years related experience in a similar role. ITIL Foundation Certificate. Polycom, Cisco and Crestron certification preferred. Experience in health care environment preferred.

Ability to analyze operational problems and recommend innovative solutions. Excellent interpersonal skills. Ability to work well within all levels of the organization. Experience in configuring MCU’s, gateways, gatekeepers, software, Codecs, etc. Experience supporting a variety of communication technologies, including video and audio solutions utilized in a video conferencing network. Familiarity with all aspects of telehealth and video conferencing equipment preferred, including medical peripherals. Experience in large organization environment. Knowledge of telecommunications networks, including ISDN, and IP Knowledge of video conferencing systems, protocols, standards and technology. Knowledge of video conferencing bridge administration, maintenance and trouble shooting. Proficient with MS Office, MS Project, Visio and PowerPoint. Ability to communicate technical issues to non-technical users. Proficient communications skills both verbal and written. Excellent time management and multi-tasking skills. Good team and leadership skills.
