ROHL Enterprises Ltd is a utility construction company based in Headingley MB providing electrical, natural gas, cable and fiber services in urban and remote areas across Canada.

We are looking for a highly motivated, self-directed, dedicated, and experienced Health, Safety & Environmental (HSE) Officer to join our team. The ideal candidate will coordinate compliance with respect to legislative requirements and ROHL’s HSE Program and is an expert with a thorough understanding of safety management systems, legislation and standards and ability to apply them in a work setting with little to no supervision.

As ROHL’s HSE Officer, you will be responsible for:

  • Developing, updating and implementing ROHL’s HSE policies, procedures, and programs to ensure compliance with all applicable provincial and federal safety regulations, legislation and industry standards
  • Promoting continuous improvement of performance by improving ROHL’s HSE programs and procedures and looks for opportunities to mitigate/minimize risk and financial exposure for claims
  • Maintaining awareness of amendments/changes to applicable Workplace Health and Safety Regulations, and make recommendations for their implementation
  • Providing interactive, hands-on Health and Safety leadership, training, coaching and mentoring to all employees
  • Promoting wellness in the workplace, including conducting basic office ergonomic assessments
  • Participating in the development, implementation and tracking of safety training programs and re-certifications
  • Conducting and ensuring timely completion of workplace HSE investigations and incident/injury reporting and provide incident management and cost reporting
  • Coaching/leading Risk Assessments and other safe work plan processes, lead workplace inspections and investigations
  • Maintaining records of incidents, near misses, first aid/medical treatments and lost time cases and provide statistics for management
  • Developing, preparing and delivery of monthly Supervisor safety meetings
  • Conducting regular field and ROHL facility inspections
  • Assisting and coaching Managers and Supervisors in performing incident reporting and investigations, safety meetings, hazard assessment processes, and worker safety education to further enhance their safety responsibility performance and leadership role
  • Reviewing RFQ, RFP, RFI’s, and Master Service Agreements to report Health, Safety & Environmental requirements to Management
  • Assisting in prestart up project planning regarding safety management for specific projects
  • Monitoring and updating annual Emergency Response Plans and carryout annual drills
  • Participation, support and maintenance of ROHL’s Certificate of Recognition™ (COR™) status
  • Reviewing and monitoring safety supplies, including re-certification dates, expiry dates, and specialized safety equipment needs and replenishment
  • Establishing safety inspection schedules and follow up for tools, equipment & PPE to ensure safe operating conditions and compliance with current regulations
  • Conducting Workplace Safety & Health Committee meetings with worker and employer representatives, initiating follow up and corrective action to ensure compliance and maintaining effective communication with workers and employers
  • Coordinating Workers’ Compensation claims administration, workplace accommodations and return to work plans with Human Resources
  • Coordinating and implementing workplace hearing conservation program, respiratory protection programs, etc
  • Liaise with government entities and maintain all HSErelated permits
  • Performs other related duties and responsibilities as needed or requested


  • National Construction Safety Officer (NCSO) Certification required
  • Canadian Registered Safety Professional (CRSP) designation or in process of achieving or willingness to achieve the designation preferred
  • 7 + years of experience working in a leadership role in Health & Safety within the construction industry
  • Current COR Auditor Certification preferred
  • Current First Aid I/CPR minimum
  • Respirator fit testing experience
  • Excellent knowledge of Provincial and Federal Health, Safety, and Environmental Acts, Regulations, Standards and Legislation
  • Experience managing WCB reporting and return to work processes
  • Ability to work with multiple stakeholders and possess excellent leadership skills
  • Ability to make difficult decisions and problem solve accordingly
  • Ability to conduct training programs and facilitate group presentations
  • Experience with writing policies and procedures for Health and Safety
  • Familiarity with conducting data analysis and reporting statistics
  • Excellent written and oral communication
  • Proficient in using computers and Microsoft Office Suite
  • Must be a self-starter and team player
  • Ability to work independently on assigned tasks
  • Excellent organizational skills
  • Must have valid Class 5 driver's license

Salary: $61,000.00 to $83,000.00 /year
