Reporting to the Manager of Business Initiatives, you’ll be accountable for establishing and achieving departmental goals and objectives through the effective and efficient use of financial and staff resources. This will include providing coaching and strategic leadership to staff within a large, multi-functional work group engaged in the delivery of services to the public, internal clients and external customers. As Senior Project Manager of Business Services, you’ll leverage your experience in business practices as you evaluate, and report on, the Section's financial, administrative and staff performance against internal and external benchmarks, and recommend policy and improvement strategies in the delivery of services to meet mandated goals and objectives.

Leading by example and using a "best practices" approach, you’ll develop and deliver quality services in a timely, cost-effective manner, implement strategies to improve effectiveness and efficiency, and set above-average standards with a view to instilling a customer service focus throughout the Section. Your success in this role will also be driven by your results orientation and demonstrated record of strong leadership and guidance, technical competence, customer focus, innovation/creativity, team advocacy, and staff delegation, empowerment and development.

Your qualifications as Senior Project Manager, Business Services, include:

  • Proven experience and knowledge in municipal finance, and inventory management, normally acquired by obtaining a college diploma in Accounting/Municipal Finance with accreditation as a CPA CA, CPA CMA or CPA CGA with related progressive management experience, or an equivalent combination of education and relevant work experience.
  • Certification as a Certified Municipal Manager (CMM), an asset.
  • Experience with, and knowledge of, Municipal Finance, Hansen and PeopleSoft financial systems, inventory management processes and systems, and traffic operations parts, materials and services procurement.
  • Extensive professional-level experience in business and strategic planning, financial analysis, and management practices in a public or private organization.
  • Proven knowledge of finance, accounting, budgeting, and cost control principles, including Generally Accepted Accounting Principles.
  • Experience and knowledge in dealing with accounting systems, budgets, internal controls, business planning and asset management.
  • Extensive supervisory experience, preferably in a predominantly unionized environment.
  • Self-motivation and ability to work independently and as part of a team, and excel at planning, organizing and implementing projects.
  • Computer literacy and proficiency utilizing Microsoft projects (Word, Excel, PowerPoint & Outlook) and other software programs which may be required by the Division.
  • Proven experience in managing large contracts and projects (together with capital projects), including reviewing, approving and implementing work plans and project budgets.
  • Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
  • Demonstrated ability to effectively manage a large, multi-disciplinary staff in a results-oriented and predominantly unionized environment.
  • Effective decision-making, negotiation, planning, and project management skills.
  • Experience in designing and delivering customer-focused programs and services.
  • Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
  • Labour relations and union contract and procedure expertise, and knowledge of the collective bargaining process.
  • Superior knowledge of the Occupational Health and Safety Act and accreditation in Core Certification Training.
  • Knowledge of materials and inventory management processes and controls.
  • Knowledge and understanding of the use of the “business case” in making management decisions.
  • A valid Class “G” Driver’s Licence (proof thereof is required after hire), with provision of a vehicle by the applicant for use on the job.
  • Ability to work outside regular business hours, as required.

This permanent, full-time position offers a wage range of $49.071 to $57.391 per hour (based on a 35-hour work week schedule).
