The City of Edmonton offers a monthly payment program for property and BIA taxes. Program enrollment increases annually with over 132,000 accounts participating as of March 1, 2020, representing collections of approximately $80 million per month. In 2019, payments made through the monthly payment plan totalled $940 million, or close to 43% of the total taxes levied in 2019.

As the Payment Program Assistant, you will maintain updates and changes to monthly payment plan accounts in TACS (Edmonton’s proprietary assessment and taxation system), evaluate eligibility for the program, review supporting documents, and validate calculations and application forms prepared by Edmonton Service Centre (ESC) staff.

Duties include:
Review all incoming monthly applications to evaluate eligibility for the program, which will include verifying accuracy of calculations, ensuring adequate authorization/documentation is provided where the application is from a corporation, executor or other third party, and monitoring for receipt of appropriate initial payments prior to entering into TACS
Perform work within strict deadlines
Complete monthly payment calculations that are not always straightforward and perform calculations with multiple variables and considerations in determining payment amounts
Process requests for changes in banking information, monthly payment amounts and cancellations from the plan
Research and resolve customer concerns, and respond to inquiries received via mail or email, including referrals from the service centre
Reach out to customers by telephone or email to request additional information and/or follow up for receipt of initial payments
Provide feedback to ESC agents as required to maintain consistent application of program requirements
Research property tax account and balance information in response to mortgage company requests
Identify discrepancies in addressing/legal description /assessed party information to ensure accuracy of billing information update requests
Maintain auditable documentation and filing systems of monthly payment forms, calculations, form letters and other correspondence regarding the program
Assist with annual and other tax notice mail outs by packaging multiple notices
Maintain statistics to track monthly payment plan applications, facilitate resource planning and reporting of performance measures
Scan documents received by mail and attach applications and other forms in TACS
Research returned monthly payment mail, redirect where appropriate and update correspondence log
Perform other related duties as required

Qualifications :
Grade 12 including business subjects with emphasis on general office practices or completion of an appropriate certificate program from an approved business school/college
2 years progressively responsible general office experience including experience working in a municipal tax office, entering large amounts of alphanumeric data into a database while maintaining accuracy, and performing detailed calculations
Experience in administering application programs and evaluating eligibility is required
Demonstrated experience dealing with the public in a politically sensitive environment, and assisting in the instruction of less experienced staff is also required
Knowledge of the monthly payment program guidelines, policies, and procedures and knowledge of privacy requirements as they relate to property taxation
Proven knowledge of City systems including TACS, POSSE, SAP, and Google suite Ability to evaluate program eligibility, ability to perform detailed calculations, and to accurately enter large amounts of alpha/numeric information into a database
Proven ability to communicate tactfully and professionally by telephone, email, and face to face with coworkers, other employees at the City, and external taxpayers regarding eligibility criteria and the application process
Must be able to deal effectively with difficult situations, manage a workload in a paperless setting, and prioritize workload to maintain ongoing deadlines
Excellent organizational, time management and interpersonal skills are required
Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
