Reporting to Senior Rail Scheduler, the Workblock Planner will be a key member of the Rail Team and will be instrumental in leading work block planning activities across multiple rail transit projects.

Under the general supervision of Senior Rail Scheduler, the Workblock Planner will be responsible for providing guidance and support to the Rail Management Team and the scheduling team. The Workblock Planner will be responsible for the production and development of complex, workblock strategies and plans that interface with the overall project schedules, managing data from both internal and external sources throughout the project’s lifecycle and shall influence and advise on changes in workblock planning strategies when necessary.

The Workblock Planner will cover the following rail transit disciplines:

Traction power supply
Traction power distribution
Civil Infrastructure
Temporary works
Systems and vehicle integration
Testing and Commissioning
Maintenance of way equipment

Key Responsibilities

Development and maintenance of workblock plan and schedule for multi-year projects in Primavera P6 or other appropriate software.
Gathering and interpreting workblock project data from both internal and external sources
Provide workblock planning guidance and support for various project teams by suggesting the most appropriate period or time to execute works in while minimizing risks to the project
Develop workblock related risks for new contracts and provide Risk impact analysis support for active work
Responsible for the development and total integration of the workblock requirements with the schedule activities and individual schedules provided by third parties
Identify schedule considerations and challenges that will impact workblock planning or strategies utilizing inputs from interdisciplinary or group restraints and interfaces, internally and with third parties
Monitor, review and analyze the workblock schedule and status during all phases of the project, including the analysis of any schedule deviations and corrective actions.
Question subcontractors' workblock requirements, while forecasting and trending completion target dates to ensure contractor plans are realistic and achievable. Reports serious deviations accordingly
Create and implement progress measurements and/or validate contractors' perceived progress including KPI’s for workblocks
Maintain workblock forecast throughout the project life cycle by verifying schedules are properly updated and linked to the master workblock schedule, if prepared by third parties and/ or concession partners
Plan, organize, and integrate workblock requirements from multiple parties within the project(s) and also from third parties
Work closely with the Construction Teams to identify workblock requirements in accordance with the client requirements
Work with Estimators in developing job estimates in Hard Dollar estimating software to create workblock requirements
Interface with client operator(s) and third parties to present and agree on workblock strategy and day-to-day requests
Monitor and report critical workblocks as they relate to the overall execution of the project
Review or assist in reviewing proposal provisions related to workblocks and develop supporting data for contract negotiations
Review and analyze comparisons of workblock scope, quantities, and cost data between the projects
Perform productivity analysis of construction operations and validate workblock durations for all disciplines
Provide the Project Manager and Construction Manager with timely, informed, and up-to-date project workblock information including trends and forecasts as well as progress, workblock schedule and planning input to the weekly, Bi-weekly and monthly project reports, to support the contract requirements
Implement and enforce Aecon’s Health and Safety program
Maintain excellent stakeholder relationships with clients, subcontractors and internal divisions

Required Knowledge & Skills

7 – 10 years’ experience in project planning/scheduling
Experience in the Rail Transit sector working in brownfield environment
Proficient in Primavera P6 or other workblock planning software
Ability to schedule and track multiple workblocks across projects
Strong communication skills - oral and written
Self-motivated with good organizational skills
Ability to work with others as a team
Bachelor’s Degree would be an advantage
Proficient in Microsoft Outlook, MS Word and Excel
