Under broad managerial direction and as a specialist in instructional design and curricula development, provides learning and development services across PBC and its subsidiaries where the application of complex technology-enhanced concepts, strategies, tools and techniques within a wide range of e-learning and blended learning environments are required. Provides technical advice and coaching to other members of the Learning and Engagement Team on the principles, methods and techniques associated with curriculum and instructional design in blended and other learning environments. Leads the design of remedial learning activities for individual and groups of employees experiencing challenges in skills application in a wide range of job settings within PBC. Leads and/or plays an active role on project teams or work groups where major changes in procedures, the application of new user technology or other significant enhancements affecting employee learning and engagement are being implemented. In consultation with the Manager, evaluates potential new learning tools, applications, resources and methodologies for incorporation into PBC’s global learning environment. Performs all duties of the Trainer 2.

Job Duties

Analysis, Design and Development of Learning Initiatives

As an instructional design and curricula development specialist, designs and develops overall training curricula and blended learning approaches which combine online digital media, web-enhanced instruction, instructor-delivered content, online sessions, social media and other tools using accredited and evolving instructional design principles and techniques.
Provides technical advice and coaching to Trainers 1 and 2 on the principles, methods and techniques associated with curriculum and instructional design in blended and other learning environments, and in the application of technology tools and their features and benefits.
For learning initiatives where a fully blended learning approach is not required, performs all instructional design duties of the Trainer 2.
Leads the design of remedial learning activities for individual and groups of employees experiencing challenges in skills application in a wide range of job settings within PBC.
Leads and/or plays an active role on project teams or work groups where major changes in procedures, the application of new user technology or other significant enhancements affecting employee learning and engagement are being implemented. Acts as technical advisor, consultant and subject matter expert to project teams on learning impacts and participates in the development of project plans and milestones from a learning and engagement perspective.

Implementation and Delivery of Learning Initiatives

Coordinates, delivers and evaluates established learning and development programs and those undergoing design to ensure a solid knowledge base is provided to new PBC employees and to ensure a continuing high level of skills in seasoned employees is maintained and enhanced.
Consults with and provides input to supervisors and managers on employee progress, achievements and challenges to recognize and reward success or implement remedial learning plans as students move from classroom to on-the-job environments.
Maintains up to date knowledge of adult learning practices, policies, procedures and system requirements through continuous learning and professional development initiatives. Keeps abreast of evolving blended learning and technology-enhanced methodologies and tools, and makes recommendations to the Department Manager on opportunities to integrate new approaches into the existing PBC learning environment.

Evaluation of Learning Initiatives

In consultation with the Manager, evaluates potential new learning tools, applications, resources and methodologies for incorporation into PBC’s global learning environment. Conducts user acceptance testing for new tools as well as upgrades to existing LMS or other software.
Evaluates course and program effectiveness by reviewing employee and manager feedback on course content and format, discussing changes in course design with colleagues and managers, and implementing revisions.
Regularly monitors changes in skill, product and service requirements and updates learning content and approach as required

Driving PBC’s Workforce Through Engagement

Contributes to and supports PBC’s organizational engagement initiatives.

General Department and Team Support

On a relief or as required basis, performs any or all duties of the Learning Management System Coordinator.
Performs other assigned duties related to the provision of adult learning and development programs which do not affect the rating of the job.

Qualifications:
High school graduation or equivalent
Provincial Instructors Diploma (230 hours)
Vancouver Community College Online/E-Learning Certificate (135 hours)
Minimum of 5 years previous experience as a Trainer 2 or equivalent
Demonstrated knowledge of advanced instructional design principles, tools and strategies
Demonstrated knowledge of applying blended learning strategies and tools in online and digital environments
Demonstrated proficiency with analyzing knowledge and performance gaps, and developing remedial strategies and learning plans to close those gaps
Demonstrated proficiency in the use of Advanced Word and Powerpoint, Intermediate Excel, Basic Visio, Storyline or other e-learning software plus a recognized Learning Management System
