MANAGER, PLANS & PERMITS

POSTING NUMBER: 103730

HIRING SALARY RANGE: $116,294.00 - $130,831.00

MAXIMUM OF SALARY RANGE: $145,368.00

AREA OF RESPONSIBILITY:
Reporting to the Director, Building / Chief Building Official this position, assists the Director of Building and Chief Building Official in directing the operations of the Plans and Permits Section to ensure compliance with the Building Code Act, Building Code and other related regulations and by-laws. Responsible for the management of the plans review, permit approval and all related technical and administrative functions of the Plans and Permits Section. Establishes technical procedures and policies. Facilitates co-ordination and phasing meetings for large scale and complex projects. Monitors legislative changes to the Act, regulations and other applicable law. Participates actively on various teams and committees. Is appointed as the Deputy Chief Building Official in order to fulfil the role of the CBO in his/her absence.

Leads and motivates the plans review section workforce, ensures effective teamwork, assists the director in providing resolution to controversial labour relations issues; ensures high standards of quality of work and organizational performance;
Establishes technical review standards, policies and procedures for plans examiners to ensure conformance with life safety, fire, structural, health, resource conservation and accessibility regulations of the building code and, where applicable, good engineering practice and all other applicable laws;
Monitors and interprets legislative changes to the Act, regulations and other applicable law and ensures changes are incorporated into the review procedures and process;
Prepares reports for the Director as required for consideration by Council; attends Council or committee meetings as required to provide support to the Director;
Provides leadership to and coordination of the various plans review teams to ensure cohesive processing of all types of permit applications;
Provides leadership and coordination of phasing of large, complex or politically sensitive projects and meets with stakeholders;
Directs, through subordinate management staff, all activities of the Plans and Permits Section;
Co-ordinates and liaises with internal and external agencies during the technical review process to ensure that all requirements are met prior to permit issuance;
Provides technical leadership on issues pertaining to the building code and other applicable law;
Provides direction and leadership to supervisors, including technical support and problem solving in obtaining the Division’s stated goals and objectives;
Establishes, oversees and co-ordinates the administrative functions of the Plans and Permits Section including the monitoring of regulated timeframes for plans review of applications and permit issuance, notification to applicants of status of applications, application cancellations and administration of fees, verification of data base information for financial contribution calculations;
Ensures plans review teams correctly calculate permit fees and correctly interpret applicability of the development changes by-law; resolves disputes related to applicability of fees and development charges;
Establishes and monitors a program for issuance of conditional permits, lifting of conditional status and collection and release of security;
Coordinates and monitors the site plan application process for temporary structures;
Responsible for the co-ordination and administration of the Plans and Permit Section’s education and training policy and programs; encourages continuous learning;
Responsible for the recruiting of plans review staff;
Monitors staff performance and oversees disciplinary action as necessary;
Participates actively as a member of the Site Plan Cross-Functional Team, attends and participates as a member of the Committee of Adjustment Cross Functional Teams;
Recommends service level adjustments and budget requirements in response to change in workloads;
Liaises with City Council members and responds to Council inquiries; represents the City and Division at committee and constituency
Oversees the development and approval of forms used by the plans review section and for the public as guidelines for the permit process;
Performs the duties of the Chief Building Official in the absence of the appointed Chief Building Official.
Performs other duties as required.

SELECTION CRITERIA:
University degree in an Engineering discipline or a suitable equivalent;
Minimum of five years of experience working directly with the Building Code (MMAH Building Code courses are a prerequisite);
Minimum of three years of experience in a managerial/supervisory capacity;
Demonstrated research and report writing skills;
Excellent communicator with solid organization skills.

**Various tests and/or exams may be administered as part of the selection criteria.
