Reporting to the Director, Communications and Strategic Initiatives (CSI), and working in a highly collaborative environment, the Manager is responsible for gathering relevant intelligence on the Institute’s performance and interpreting this intelligence to support IQC’s strategic objectives and reporting requirements. To support the team, the Manager must be a strategic thinker, have advanced business acumen, possess in-depth knowledge of research methods, and advanced analytical skills.

This role is contingent on funding.


Intelligence Gathering and Performance Evaluation

Responsible for the primary data collection required to evaluate IQC performance by collaborating with IQC members and campus partners and through bibliometric, research and integrative analysis
Sources, reviews and analyzes data pertinent to IQC and interprets the significance of outcomes for government, university leadership, media, and business partners
Produces data outcomes, including but not limited to: baseline data, published analysis documents and overviews
Maintains and implements a process and framework for data analysis within IQC and the CSI team. Develops and manages processes for collecting, storing and analyzing data
Prepares and delivers quarterly, end of year and multiyear performance measurement reports
Works with senior leadership to ensure an in-depth understanding of requirements and performance levers (for each analysis)
Under the direction of the Director, negotiates new performance metrics with government partners to ensure new metrics align with IQC strategic objectives and UWaterloo’s policies and procedures
Initiates, develops and participates in efforts of IQC to evaluate itself, across all areas of accountability, including in the dissemination of evaluation-related research findings

Research Insights and Impact

Conducts ongoing research (primary and secondary) and environmental scanning in support of IQC’s strategic objectives
Become a source of information about the larger quantum information field
Leads the evaluation and assessment of marketing, communications, and outreach strategies to assess the impact of CSI initiatives. This will include confirming key messages resonate with target audiences and have the intended impact
Responsible for planning and implementing evaluation tools (e.g., quantitative and qualitative), analysis of outcomes and recommendations for improvement
Informs IQC leadership on external factors that may influence IQC’s reputation; national and international trends in quantum research; and the identification of key competitors and their research and marketing activities
Ensures the collection and real-time analysis of historical and current findings to provide an understanding of present conditions and to guide future strategies
Analyses and interprets vast amounts of information to identify the most pertinent points. Delivers insights by explaining findings in the organizational context, and provides IQC leadership and CSI team with recommendations for action and potential implications
Ensures information dissemination and broad consultation across IQC on research insights and data analysis

Proposal and Grant Writing

Identifies, monitors and reports on funding opportunities (domestic and international) for faculty in collaboration with Manager, Scientific Outreach
Work closely and collaboratively with Office of Research, the Library, IAP, Engineering Computing and others to obtain and deliver information in support of significant funding applications
Provide support as required within the Institute for high-profile and mission-critical funding programs
As required, verify budget calculations and projections, and adherence to university and agency requirements; fact-checking
Support the CSI team and internal stakeholders by delivering high quality proposal requests including; planning, writing, editing, formatting, and compiling proposal packages readied for submission requirements


Deliver presentations to senior leadership and campus partners as required
This position also assists in the planning and execution of special projects and strategic initiatives and provides leadership-level support to the Director, CSI on activities, including non-routine and confidential matters
Participates in CSI communications, marketing and outreach initiatives and such general and specific duties as may from time to time be determined
Bachelor’s degree in business, statistics, data sciences or a related field, with a minimum of three years of relevant experience in an office setting required. Master’s degree preferred
Minimum of 5 years professional experience in any of the following areas: management consulting, business analysis, data analytics, consumer insights, marketing research, product management
5+ years of experience in metrics tracking, and outcome analysis
5+ years of experience planning and conducting research (primary and secondary) and analyzing data from both quantitative and qualitative efforts to support research or business decisions
Experience developing research communications material, in particular grant proposals and reports
Experience conducting evaluations associated with government initiatives considered an asset
Experience with budget development considered an asset
Strong skills in research and evaluation methods and strong analytical skills
Knowledge of evaluation practices and familiarity with the development of logic models
Must be able to compile and integrate relevant information (both qualitative and statistical) from a broad range of sources to strengthen proposals and reports
Excellent written, verbal and presentation skills
Demonstrated ability to navigate through large amounts of information and select which forms are best suited for IQC’s purposes and audiences
Demonstrated organizational skills with the ability to prioritize work while meeting tight deadlines and achieving desired results
Ability to create, maintain, organize and deliver high quality accurate organized documentations
Familiarity with statistical software packages (e.g., SPSS, R, etc.) and data visualization software (e.g. Tableau)
