Job Description:
The Planning Engineer is accountable and responsible for supporting the three core processes of the utility including Distribution Operations, Sales, and Customer Care with all aspects of distribution planning and design for the entire franchise area. This position is responsible for the distribution system planning, design, property and right-of-way, drawings and approvals, records preparation, updating and maintenance, and emergency response co-ordination for all distribution system emergencies. This position is also accountable for all technical issues dealing with the initial installation of the distribution system. As well as policies, procedures and standards meeting compliance with codes and regulations. As well as current industry practices and, at all times designed to ensure the safety of its workers, customers and the general public.

Responsibilities:
Provide leadership, direction and motivation to all Distribution Engineering Planning personnel within the department. In doing so, provide Distribution Engineering Planning, Right-of-Way and Property services in support of all Regions within the franchise area.
Overall accountability and responsibility for the: development, refinement, communication, training and governance of all centralized Distribution Planning processes and standards. These processes and standards include the areas of Geographic Information Systems (GIS), drafting, distribution records, right-of-way, customer related plant additions (expansion communities, subdivisions and main extensions), improvement plant additions (replacements, reinforcements and relocations) and technical and emergency support for the franchise area.
In support of the Customer Growth and Customer Care functions; overall accountability and responsibility for the preparation of drawings, submission and approval of permits, progress tracking, and control center functions for all customer related and improvement distribution plant. In addition to the tracking, receiving, recording, distribution and filing of all distribution plant records within the franchise area.
In support of the Distribution Operations, Sales, and Customer Care functions; overall accountability and responsibility for the day to day, short term and long range distribution system planning activities, including: load sheet processing, pipeline and station designs, distribution system network analysis, as well as identification, design, pick line, cost estimates, conflict resolution and project management of capital projects including pipeline and station reinforcements, replacements, relocations, expansion projects and vertical subdivisions design and simulation, winter and seasonal system operating characteristics and monitoring; and the development and implementation of distribution system reinforcements for franchise area.
Responsible for the appropriate representation on Municipal Public Utilities Coordinating Committees to represent the interests of the Company and maintain a mutually efficient environment to operate, while striving to minimize costs and maximize cost sharing opportunities.
In support of the Customer Care function, overall accountability and responsibility for the Distribution Planning aspects of the Regional emergency response procedures and plans, including: 24 hour coverage, escalation protocols and training for the franchise area. Responsible for the preparation, refinement, maintenance, implementation and training for the corporate Emergency Response Plans and Regional Emergency Procedures, including the facilitation of regular drills and exercises and the appropriate follow-up.
In support of the Customer Growth and Customer Care functions; this role is accountable for the overall accountability and responsibility for Easement negotiation and maintenance, and Federal, Provincial and special.
Develop installation policies, specifications and procedures to ensure the distribution system is constructed in compliance with all legislative requirements, industry accepted standards and, where appropriate, societal norms with respect to both public and employee safety and protection of the environment.
Develop all welding and plastic fusion standards and specifications for the distribution Company.
Continual investigation of new materials, technologies and practices to enhance productivity, with due regard for safety and the environment.
Through effective participation in industry forums and committees (in particular the CSA Z662 Oil and Gas Pipeline Standard), and the development of strong personal relationships throughout the oil and gas industry, including in regulatory organizations, influence external technical and operational decisions in the interests of the Company and our customers.
Initiate, develop, prioritize and implement technical and operations practices on the planning, design, records, new construction, operation and maintenance policies of our gas distribution system ensuring safety of the public, good engineering practice, environmental requirements, while maintaining pipeline integrity at an efficient cost
Frequently review Company policies and technical standards and make changes to reflect evolving code requirements, technological developments and ongoing experience. Observe, analyze and evaluate the Company’s operating practices/policies recommending changes as necessary.
Participate in the afterhours on call rotation.

Qualifications:
Must Have:
Engineering Degree with NB Professional Engineering Designation.
A minimum of 5 -7 years of experience in natural gas distribution operations is required
Demonstrated ability to express ideas clearly and concisely both in dialogue and in writing
Experience leading teams.
Demonstrated ability to interact with government and other bodies to influence policy and maintain Company interest.
Excellent and demonstrated management, coaching, interpersonal, communication, organizational skills
Thorough understanding of applicable codes, standards for distribution and related facilities design.
Strong customer focus in terms of providing timely response to day to day matters or system emergencies.
In depth knowledge of processes and procedures for departments interacting with Distribution Planning.
Demonstrated project management skills and the ability to balance a high volume of work and multiple priorities.
Good working record,
Valid driver’s license.

Preferred:
Fluency in both official languages, English and French would be considered an asset.
