AREA OF RESPONSIBILITY:
Reporting to the Director, Parks Maintenance and Forestry, this position provides supervision to and oversees the daily operation of the City’s Park Maintenance Administration & Contract Services section. This position will develop guidelines and procedures, ensuring consistent practices are followed by staff. The Supervisor will implement technology changes as the business evolves, and collaborate and assist with the implementation of ongoing efficiencies.
Staff Leadership. Provide leadership and guidance in the daily direction of the Parks Administration section and indirect leadership to all staff within the division. Coach and provide guidance to promote effective employee relations and encourage increased morale, innovation, productivity and efficiencies toward the successful accomplishment of goals and objectives. Ensure staff’s development needs are identified and that training and development opportunities are presented. Participate in recruitment and selection of staff. Monitor policies, procedures and standards to adhere to applicable legal regulations and City of Brampton standards, i.e. Health and Safety. Actively participate in the management and processing of staff labour relation issues up to and including arbitration.
Operational & Budget Management Support. Monitor the coordination of all operational materials and oversee the procurement of contracts for equipment, services and materials. Responsible for procurement of goods and services in accordance with corporate policies and procedures. Ensure compliance of approved contract specifications for various contract services. Oversees the maintenance of the asset maintenance management database. Support and develop guidelines and procedures, ensuring consistent practices are followed by staff, update and improve upon guidelines and procedures as processes evolve. Analyze operational performance of parks operations, including indicators and measures of management effort and outcomes, and provides recommendations to improve operational efficiencies. Manage the planning, preparation, execution and reporting of operating and capital budgets for the section and within prescribed timelines. Prepare regular financial reports including expenditure and revenue tracking for the work group. Represents the Division as a member of various committees and teams.
Customer Relations Responsible for ensuring quality customer service is delivered to residents. Investigate and resolve escalated customer complaints and concerns, ensuring they are addressed in a timely, accurate and professional manner. Ensure resources are available to meet service plan levels. Effectively manage IMS work orders.
Research & Analysis Reporting. Research and prepare various reports for the Commissioner of Public Works & Engineering, Director of Parks, Maintenance & Forestry and inter-departmental committees. Direct and perform industry related research to keep apprised of current industry standards and practices to ensure that parks maintenance and forestry programs meet the demands of a changing work environment and provide the most cost-effective solution.
Health, Safety, and Quality Assurance. Ensure maintenance schedules and contracts are in place and upheld to ensure City parks and their facilities are safe. Establish and maintain systems and procedures for preventative maintenance, equipment care, energy management, security and asset management, housekeeping and quality assurance. Provides documentation and evidence to support the City’s risk management, insurance and legal representatives in addressing damage or liability claims against the Corporation.
Compliance and Audit. Ensure divisional operation adheres to corporate standards and policies, health and safety standards and other related Legislation. Coordinate the creation of Standard Operating Procedures and various business processes and procedures (templates, manuals, Geomedia maps & special projects). Maintain Key performance indicators and reporting on service levels and business improvements.
As requested, assist Manager(s) in all aspects of managing staff, administrative processes, and programs.
Provide regular communications to Manager(s) on daily operations.
Provide back up for Manager(s) and Administrative Assistant(s) to maintain service levels.
College diploma in Business Administration and Certificate in Leadership and Supervisory Studies or related field;
3 - 5 years of supervisory experience;
Excellent public relations skills and ability to effectively deal with the public;
Able to successfully develop, lead and work within a customer-service oriented team environment;
Well developed time management and organization skills;
Working knowledge of relevant legislation;
Administration and business experience in a leadership role;
Proficiency in MS Office
