As the OSP Designer you are primarily responsible for conducting the detailed design, permitting, and project management processes related to outside plant (OSP) Telecommunications construction. Role includes the detailed plan and profile design of all underground, aerial, and in-building elements of the fiber-optic networks for our customers. Your real-world experience allows you to design network infrastructure that can be permitted quickly and constructed in a safe and efficient manner. You have experience with the design of various fiber access topologies and can create fiber assignment schematics and splicing work order packages. As a fast-growing turn-key telecommunications contractor, Valard Construction will also require the successful candidate to possess excellent verbal and written communications skills, be willing to travel, and be a team player who can conduct field walk-offs, surveying, project management, client management, materials ordering, and other related tasks.

Layout and design of telecommunication network elements in accordance with network design criteria specific to individual carriers, deployment technologies, jurisdictions or structure owners. Maintain knowledge of current OSP design principles (GPON / FTTH and RF / HFC networks) and industry standards. Perform work in compliance with up-to-date Safety Codes, Electric Codes, customer practices and procedures.
Complete FTTH design from Central Office (C.O.) to customer Point of Entry (P.O.E.). Ability to map terminal boundaries and allocate fiber counts. Ability to determine the most effective method and materials required to service all locations within a given boundary including Residential, Commercial and MDU classifications. Experience determining alignment of new cable and duct. Able to create construction plans that indicate the most efficient, cost effective placement of new plant within a determined right of way.
Perform planning and layout of Hybrid Fiber Coaxial (HFC) broadband plant. Perform detailed design of RF plant, including signal level and powering design. Lead projects such as HFC node splits, segmentations and RF plant optimizations.
Perform right of way and route assessments by mapping all surface features, utility pole information (strand and cable inventory, 3rd party space, anchoring, and make-ready estimating) and collect underground utility data to determine the most efficient placement method (i.e. aerial over-lash, new strand placement, open trench, directional bore, plough, etc.) based on material and crew costs, soil conditions, structure health, traffic safety, environmental safety, municipal permitting requirements, and any other relevant considerations.
Assess and incorporate municipal requirements, specification sheets, standards documents, joint-use agreements, utility maps, orthophotos, survey files, as-built documentation, site photos, etc., in the preparation of detailed engineering designs that are cost-effective and safe. Ensure the correctness and completion of all outputs (plans, profiles, typical details, restoration plans, site photographs, and traffic control plans).
Define the outside plant requirements for proposed projects, creating scopes of work, and bills of materials. Assisting with the development of schedules and budgets, obtaining competitive bids for all contracted work and material procurement and the requisition process.
Obtain and document standards of permit granting authorities, including municipal, regional district, provincial and federal agencies, first nations, railways and pipeline owners, and verifying compliance to all permit requirements both in the engineering and construction of the project.
Maintain communication with construction forces and makes recommendations for changes in running line or construction methods due to field conditions, construction access by crews, or congestion of utilities, while still meeting all project and permit requirements.
Own the data lifecycle for infrastructure projects; from design through construction, to as-builts and ultimately into the client asset inventory database, GIS and/or FMS (Example: Spatial Net or NetX
ectively with internal and external stakeholders, especially governing authorities and underlying rights holders.
Working knowledge, experience, and proficiency with current computer operating systems, plus Visio, Excel, Word and other Microsoft applications.
Ability to use AutoCAD and/or Micro Station to draft or redline permits to municipal specifications.
Ability to visit job-sites and gather information required to accomplish permit applications.
Ability to operate common GPS technologies, work outside in all weather conditions, and strong enough to lift up manhole lids.
Experience with design or construction of underground utilities, and structured cabling.
Must perform work with minimal supervision, including potential for any special projects as determined by management within the company.
Willing to take ownership of a project, able to make reasoned and sound decisions. Possesses excellent project management and time management skills across multiple projects simultaneously meeting budget and timeline targets.
Highly detail-oriented, self-starter individual with excellent oral and written communication skills. Able to stay organized and maintain a positive attitude in a fast-paced environment.
A good team player who can maintain excellent customer relationships and communicate effectively with internal and external stakeholders, especially governing authorities and underlying rights holders.
TRAINING & EXPERIENCE:
5 or more years of experience working within telecommunications OSP design, specializing in FTTH, copper design or RF plant design.
Graduate from a technical college program preferably in civil, electrical, telecommunications, geomatics or equivalent experience. 3 or more years’ experience with CADD is required. A valid Driver’s license is also required.
Good working knowledge of OSP placement methods and experience in civil and aerial field engineering or construction. Able to read work prints, understand and interpret permit requirements. Candidate should understand basic clearance and separation rules for aerial construction.
