The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The Commission’s mandate is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair and efficient capital markets and confidence in capital markets, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The Enforcement Branch supports the OSC in delivering fair, vigorous and timely enforcement. The Enforcement Branch investigates and litigates breaches of securities laws in Ontario. Staff works closely with other securities regulators, self-regulatory organizations and law-enforcement agencies to enhance initiatives to fight misconduct.

The Business Analytics and Solutions team is currently hiring for a Cloud Systems Operations Administrator to manage and maintain the Amazon Web Service (AWS) cloud resources and systems to ensure the health, stability and evolution of the environment. This role is responsible for supporting the development of a critical vision from concept to implementation for the ongoing growth and development of cloud technology within the Enforcement Branch to manage data flows, support data science, provide new tools to investigatory teams and redefine security practices for the migration from legacy software and applications to a modernized environment.

What will you do?

This newly created position will work closely with stakeholders to design, develop and support enterprise solutions. The Cloud Systems Operations Administrator position is a critical support function to investigatory and assessment teams within the Enforcement Branch, particularly as cloud based data flows, data stores and advanced analytics have become standard in regulatory agencies and the prevalence of need continues to grow.

Some of the key responsibilities of this position include:
Together with the Manager, develop a critical vision from concept to implementation for the ongoing growth and development of cloud technology within the Enforcement Branch to manage data flows, support data science, provide new tools to investigatory teams and redefine security practices for the migration from legacy software and applications to a modernized environment.

Provision complex AWS-based workloads from initial architecture and design through development, testing, and deployment ensuring resilient, secure, and efficient infrastructure platforms using available resources and process as required

Troubleshoot AWS/infrastructure issues using documented Incident Management processes, resolving design, set up, operations and security issues

Detect and respond to issues with the health of cloud services and Enforcement Branch Applications

Assist with the establishment of provisioning process in AWS

Monitor availability and performance of systems and networks and troubleshoot issues to respond to performance or availability issues

Drive and develop AWS available concepts, tools and features such as automation, Serverless infrastructure, monitoring, auto scaling, etc., to meet rapidly increasing demand

Responsible for recommending concepts and solutions in ideation sessions with the senior management team (SMT)

Align new developments with the needs of investigations teams and work to integrate them within day-to-day practices to introduce new efficiencies and workflow enhancements to better branch performance

Collaborates with Business Analytics and Solutions team and Enforcement investigation teams to understand activities and concerns, provide advice, manage projects and resolve issues

Assist with developing and delivering training to the branch on cloud computing and use of cloud-based applications and technologies as SME

Liaise with Information Systems as required as a cloud computing subject matter expert

Maintains strong working relationships with contractors, outside service providers, and vendors to keep abreast of new products, emerging trends, updates and improvements to existing offerings, facilitate contract negotiations, resolve issues, and ensure quality and performance expectations are effectively managed

To be successful in this role, you have a Computer Science or other STEM degree in a related field and a minimum 3 years of related experience supporting cloud infrastructure and maintenance. You also have the following:

Strong knowledge of the principles, methods, processes, and applicable regulations involved in developing cloud environments; previous experience as a primary owner of a cloud environment an asset

Minimum 3 years’ experience with administering infrastructure in the cloud preferred; comfortable with both ITIL and DevOps based operating models

Previous experience with systems integration required, including a thorough understanding of the interaction of diverse systems in order to provide sound end-to-end design, delivery and maintenance of technology services

Minimum 5 years of in–depth technical expertise in infrastructure technologies, including major infrastructure implementation, responsibility for establishing service standards and on-going monitoring and management procedures

Cloud practitioner certificates a strong asset: AWS Solutions Architect, AWS Developer and AWS SysOps Admin certified strongly preferred

Superior team-based skills necessary to collaborate, coach, mentor, inspire and demonstrate a service excellence mindset within the team and other OSC staff

Strong project management, analytical, problem solving and decision-making skills to evaluate alternatives and provide recommendations on business issues

Ability to express complex technical concepts in business terms

Proven ability to demonstrate excellent business judgment when independently making strategic decisions

Self-motivated and proactive, with respect to both managing workload and professional development

Demonstrated ability to work with multiple internal and external stakeholders with a collaborative working style, with a focus on consensus-building and solutions-oriented approach to resolving issues
