General Mission:
The URS BL is providing Communication Based Train Control (CBTC) Solutions to a variety of customer all around the world in greenfield (new tracks) or brownfield (upgrade) configurations.

The BL URS Engineering organization covers the 3 job families, System engineering, Hardware engineering, Software engineering with an overall headcount of 800 people. The BL works as an Integrated “complex system” operating model with Two Research Development Centers (RDC) (Toronto, Vancouver) and a group of Integration Centers (INC) (UK, Singapore, Hong-Kong, Qatar,…)

The Senior Manager, Software Project Development is the functional and discipline lead of the Software Project Development on covering the 3 main sub-systems Software development: embedded Vehicle (Automated Train Protection and Automated Train Operation), Wayside (Signaling, Interlocking, and Communication network monitoring) and Central (monitoring / MMI of the overall CBTC system).

The perimeter is covering the instantiation of the product (developed by the Senior Manager, SW Product Development) on each project.

The technologies involved addresses SIL 0 to SIL4 CENELEC safety levels with variety SW technologies from embedded real time multi-sensor fusion treatments, to Infrastructure network/radio communication monitoring, up to complex large train supervision MMI software.

He / She Reports to the Director, SW Engineering of the URS Business line

Key Accountabilities:
Vision and Competitiveness:
Responsible for performance of the Software work-package execution, cost, schedule, quality
In charge of deploying in his department the Engineering Performance Plan of its CBU / Domain, making sure it addresses his department local weaknesses
In charge of defining and implementing in his department dedicated Engineering Improvement initiatives to contribute to the overall performance plan of Engineering
Contribute to the URS product line strategy by proposing the best supporting Software technologies and Process.
Consolidate with the help of EDM data to maintain a Software engineering Performance progress tracking and capitalization
In charge to operationally implement and contribute to the definition of the Make or Buy strategy of the BL

Processes, practices, tools and knowledge:
Responsible for the deployment of practices and tools on projects, as defined by the Director, SW Engineering.
Helps define the tailoring of process, practices and tools on projects based on project specific constraints and lead the tailoring for the Software discipline
Gathers engineering data on projects and provides analyses and feedbacks to the CBU/Domain Engineering Manager
Fosters transversal sharing of good practices inside his Department

Skills:
Assesses the Software engineering skills present and needed (aligned with Country and BL SBP, MTIP and TISP)
In charge of Software skills development plan of his organization (training, coaching, mobility, recruitment)
In charge to analyze the workload (bids & projects according to commercial scenario), to align a strategy to manage capacity planning
Engineering Accountability

Implements capitalization data, metrics for SW Quality, and then applying preventive actions and defined tailoring of standard Methods
Ensures the efficiency of delivery of the organization is optimized and proposed adjustment as needed
Tracks competitiveness KPI, performs root cause analysis of problems and conduct associated corrective actions (Performance initiatives) at his level
Meet the cost, schedule and performance targets (including risk and opportunity assessment) of each Software engineering Work Package,

Manage functionally staff :
Mobilize and organize teams around a shared vision & objectives,
Define objectives and evaluate performance,
Delegate but listen and support; and make arbitration when needed,
Develop confidence and take full responsibility for team’s output,
Empower teams: give feedback and develop team members skills and professional behavior,
Ensure application of HSE directive, contribute and motivate teams to limit HSE hazard and risk.

Qualifications:
Education:
College or university graduate preferably with a Degree in Engineering

Experience:
15+ years working experience in managing Engineering, Technical development teams

Technical/Specialized Knowledge:
Railway Industry experience (or similar) to understand the context for the job function : complex software preponderant system development
Experience in leading transformational activities (process/practice, tools, behavior). Experience in Agile deployment is needed.
Extended knowledge of Software preponderant System Engineering development processes and tools, as well as SW discipline and metrics to track SW Quality.
Experience of Safety critical Software development (Avionic, Railway)
