Reporting to the Senior Vice President, Northern Alberta, the Director, Preconstruction Services has overall responsibility for the preconstruction process within the Northern Alberta region from project inception to start of construction. The successful candidate will collaborate with various other leaders within the organization that may also be assigned to lead aligned preconstruction services on specific projects. The Director, Preconstruction Services will also support all other Clark Builders business units with estimating and preconstruction services oversight through a matrix reporting relationship. The role will have significant responsibility and impact with respect to how we win, set-up and execute our industry leading services.
Essential duties and responsibilities include:
Leadership in conjunction with key company leaders of initiatives that support a consistent preconstruction services and estimating strategy and approach for all Clark Builders business units;
Support NAB senior management (SVP, VP Operations, Director Project Development) in developing strategy and tactical planning;
Responsible for oversight of preconstruction project planning and analysis; development/monitoring of conceptual, schematic, design development, pre-tender estimates during the preconstruction phase of a project; and establishment of Guaranteed Maximum Price (GMPs) and Lump Sum Tender submissions;
Oversee Preconstruction and Estimating staff within the region.
Collaborate with Operations staff (i.e., Project Executives, Project Managers, General Superintendents) on the Project Schedule, Logistics planning, Safety planning, Constructability Reviews (CRs), General Conditions (GCs) and General Requirements during the preconstruction phase of a project;
Foster and enhance client, developer, architect, engineer and subcontractor relationships;
Coordinate and direct the estimating, scheduling, and/or purchasing functions as they relate to the preconstruction phase of projects within the business unit;
Ensure performance management, career progression planning, individual career development and succession planning for estimating and preconstruction services staff is continuously implemented and maintained;
Lead and assist in attracting, recruiting, developing and retaining top caliber talent;
Participate with Monthly Operation Review (MORs) to garner up to date information regarding project performance against established plan for the purposes of continuous improvement and assisting Operations staff when required;
Participate in meetings with the owner, architect, and engineer including being available to review all aspects of the project and its budget and provide advice and counsel as needed;
Ensure that appropriate Quality Assurance/Quality Control (QA/QC) processes are considered and established for the project;
In collaboration with Operations, look for opportunities to drive improvement within the process by using Lean, Virtual Design and Construction (VDC), Integrated Project Delivery (IPD) principles and any other process enhancements;
In coordination with other branches, lead the establishment, implementation and improvement of estimating systems and processes;
Leadership and support of corporate estimating initiatives and major pursuits;
Key leader in conjunction with Clark Builders branch offices for the entire subcontractor procurement and work acquisition process;
Leadership of the establishment and maintenance of unit price and productivity knowledge and historical cost database;
Corporate resource for preconstruction activities and policy development;
Industry subject matter expert to support client and industry partner requirements;
Provide risk assessment and go-no/go input to the Director, Project Development and branch executive team with respect to project pursuits and project estimates;
Represent, promote and adhere to Clark Builders’ policies, procedures and Core Values.
Bachelor’s degree or equivalent with at least two years’ of formal engineering or architectural training.
At least 15 years’ of building construction experience required, or equivalent combination of education, training, and/or experience.
Experience with a variety of building construction types is desirable.
Knowledge of accounting principles and cost control procedures.
Knowledge of estimating, construction costs, scheduling/phasing, purchasing, and engineering principles and techniques, various construction methods and installation procedures; and a general understanding of the operation of various building systems.
Strong computer skills and a familiarity with Microsoft Office Suite of programs.
Knowledge of estimating, project management and scheduling software i.e.) Hard Dollar, On-Screen Takeoff, Microsoft Project, Primavera, and Procore is desirable.
Ability to implement leading-edge technologies such as Building Information Models (BIM) and Lean to benefit the project.
Demonstrated ability to thoroughly understand drawings and specifications, general contract and subcontract documents, materials, means and methods. Very strong verbal and written communication skills required.
Demonstrated leadership and interpersonal skills.
In depth knowledge of and relationships with the local subcontractor and design consultant community will be considered a major asset.
