Halifax Regional Municipality is inviting applications for the temporary, up to 24 months, position of Procurement Analyst with Procurement, Finance and ICT. Under the direction of the Team Lead, Procurement Service Delivery, the Procurement Analyst is responsible for the administration, analysis, interpretation, reporting, overall enhancement and value maximization of the Price and Scheduling Agreement Portfolio; Statistical reporting of procurement activities; Back up for Tender and Purchase Order Process requirements to Contract Administrator. This position requires extreme diligence and analytical skills to ensure that financial risk on behalf of HRM is mitigated and commercial opportunities are maximized in a timely manner meeting the strategic and operational requirements of HRM Financial Services Division.
DUTIES AND RESPONSIBILITIES:
Analyses Price and Scheduling Agreement portfolio for consolidation, corporate and business unit initiatives, and value opportunities;
Interprets complex procurement data from a variety of sources, providing summary, findings, and/ or recommendations to Procurement Staff;
Integrates corporate initiatives into price and scheduling agreement portfolio;
Provides functional back up to Contract Administrator for Tender Process integrity and continuity;
Processes and updates Purchase Orders;
Researches for information related to Price Agreement requirements.
Liaises with Master Data Administrator related to SAP Contract creation strategies to ensure SAP data usage is optimized;
Reports on procurement activities and progress related to corporate initiatives involving Price Agreements;
Facilitates contract review activities with clients and vendors;
Maintains master Price and Scheduling Agreement Database; Circulating updates to clients;
Reports on Price and Scheduling agreement usage and activity;
Develops and maintains department's process maps;
Contributes to team activities and goals, and continuous improvement initiatives.
Education and Experience:
Diploma in Business Administration or an equivalent combination of formal education and experience;
Prior procurement experience considered an asset.
Technical / Job Specific Knowledge and Abilities:
Strong reporting and analysis skills;
Strong knowledge of computers in a Windows and Microsoft Office environment, plus above-average skill using standard word processing, database and spreadsheet applications, with an emphasis on proficiency with Excel;
Proficiency with SAP;
General knowledge of sound tendering practices and contract law;
Knowledge of HRM's Procurement Policy;
Excellent oral and written communication skills.

HOURS OF WORK: Monday to Friday, 35 hours per week
SALARY: NSUPE 13, Level 5; $26.37 per hour
