Position: Manager, Business Analysis & Quality Assurance (Level 7)
Location: Downtown Toronto (work from home until further notice)
Status: Full-Time, 12-month contract

The Canadian Partnership Against Cancer (the Partnership) is the steward of the Canadian Strategy for Cancer Control (the Strategy). Its work is guided by the Strategy, which was refreshed for 2019 to 2029 and will help drive measurable change for all Canadians affected by cancer and a future where fewer people get cancer, more people survive cancer and those living with the disease have a better quality of life.

The Partnership works with those on the front lines of cancer care, and people living with the disease, to make system-level changes that improve all aspects of the cancer continuum from prevention, screening and diagnosis through to treatment, clinical care, palliative care and survivorship. Partners include provincial and territorial governments, cancer agencies, health organizations, health-care professionals, people living with cancer and those who care for them, as well as First Nations, Inuit and Métis communities, governments and organizations.

The Partnership’s work is guided by a commitment to reducing inequities in cancer care for underserviced people in Canada such as those living in rural and remote areas, those with low income and new immigrants, and addressing First Nations, Inuit and Métis Peoples-specific cancer control priorities and actions, outlined in the Strategy, reflecting Canada’s commitment to reconciliation.

The Partnership’s Finance and Corporate Services Division leads all services to secure a sound financial platform and ensure that the organization has the technical, operational, infrastructure, talent management and change management capabilities necessary to achieve the maximum impact for its mandate and budget. The team works alongside all divisions in managing financial aspects of programs and initiatives that aim to deliver on the eight priorities of the 2019-2029 Canadian Strategy for Cancer Control.

Overview of Role

The Manager, Business Analysis & Quality Assurance supports the Finance & Corporate Services Division in carrying out projects and initiatives to achieve organizational priorities. Reporting to the Director, Information Technology, the incumbent coordinates and provides support to deliver on program/project objectives. As a highly organized professional with strong time management skills, this position delivers on the tasks of the job while contributing to the Partnership’s overall vision to reduce the burden of cancer on all Canadians.

Program Specific Responsibilities

  • Leads and implements business analysis and quality assurance work in support of the Partnership’s efforts to accelerate its priorities and objectives
  • Proactively inspires and manages business focused IT resources that serve as a core corporate service function to the Partnership
  • Provides expertise on business analysis, quality assurance and IT education, as well as support the development and implementation of standard operating process and procedures
  • Builds and maintains a strong and integrated business analysis and quality assurance team that delivers value to the Partnership and its community. This requires the provision of clear direction, feedback and coaching to business and quality IT team members to support the work of the department and bring value to internal colleagues and external partners
  • Manages the development and documentation of business requirements to support new functionality enhancements and services for all corporate IT systems. Documentation includes use cases, workflows and functional specifications
  • Manages overall quality assurance to ensure business expectations are met including establishing and maintaining quality assurance requirements/standards, measures, and practices across IT corporate systems, processes, and procedures
  • Collaborates with members of the IT team to manage the annual, quarterly, and day-to-day planning and execution of IT projects and tasks
  • Organizes meetings with appropriate business and technical resources to determine business requirements and engage them in the ongoing development of the corporate IT system. Implements regular follow-up for feedback to assess and recommend process changes and other product lifecycle improvements, as necessary
  • Manages the quality of corporate IT systems through the design and execution of test scenarios and test scripts
  • Oversees the preparation of user acceptance and system test plans an execution
  • Provides analytic support to determine priorities for corporate IT system releases, patches, and upgrades
  • Uses project management methodologies and provides analytic support to evaluate progress on all projects, and their impact following implementation
  • Manages the development of business process and procedural documentation
  • Contributes to operational and strategic planning annual activity
  • Meets Corporate plan deliverables, allocating internal/external resources and delivering results on time and within budget
  • Assists the Director, IT and division teams as required
  • Supports the advancement of IT education within the Partnership and ensuring that the IT infrastructure and information systems maintain a high level of efficiency and effectiveness
  • Performs other duties and ad hoc projects as assigned

Experience and Qualifications

  • Undergraduate degree in Computer Science, Engineering, Business Administration, or other relevant discipline, or an acceptable combination of education and experience
  • Project Management Professional (PMP) would be an asset
  • Minimum 7 years’ experience, preferably in the non-profit or healthcare sector. Education or experience with First Nations, Inuit and Métis is an asset
  • Proficient in Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive)
  • Bilingual in both English and French is an asset
