What we do
The Newfoundland and Labrador Centre for Health Information (the Centre) provides quality information to health professionals, the public, researchers and health system decision makers. Through collaboration with the health system, the Centre supports the development of data and technical standards, maintains key health databases, carries out analytics and evaluation and supports health research. The Centre supports the regional health authorities, as well as the patients and communities they serve, in the delivery of information technology and eHealth services applied in the healthcare system to provide quality care. The Centre's mandate also includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.
About the Role
Reporting to the Director, Information Management & Business Intelligence and working closely with the Manager, Data Lab, this position will be responsible for critically assessing the governance framework, process flows and use cases for multiple data environments and developing required documentation and materials to transition from project to operations.This position will be critical in the ongoing expansion of the Centre's data repository and Data Lab to include a broad range of population health data and servicing multiple data user groups, and to interface with multiple functional areas across the organization to ensure effective service delivery. Specifically, duties will include:
Developing business, operational and technical policies, procedures, materials and templates.
Working with technical resources and SMEs to develop training and educational materials.
Developing and evaluating business processes and service level agreements to ensure business requirements of the data lab are being met.
Working closely with technical, data management and analytical resources to support development activities of the data.
Gathering and documenting requirements for data acquisition into the provincial data repository and working with technical and analytical resources to ensure requirements are met.
Providing support for strategic planning and governance accountability for the data lab environments including development of reports and dashboards.
Developing supporting documents such as briefing notes for issues that may impact program priorities.
Providing recommendations to the leadership team as it relates to business processes, procedures, and overall support relating to data lab operations.
Identifying gaps and areas of improvement as it relates to service delivery processes and on-going sustainment of the data lab.

Your Experience and Education
Bachelor's degree in Business or a related field.
A minimum of 5-7 years' related experience (preferably in a health related field).
Experience in the design, development and implementation of key performance indicators and reports (preferably in healthcare).
Experience working in an operational environment
Experience in a technical environment
Experience in policy and procedure development
Completion of business analysis course would be considered an asset
Equivalencies may be considered.
