If you are committed to improving the health and well-being of British Columbians, we are currently recruiting a temporary, 12 months Business Systems Analyst to join our team! This role will be located at our head office in Burnaby, BC.

IaTS Systems Maintenance and Support: Business and User Applications Support

Provides technical support and subject matter expertise on assigned business applications to troubleshoot user-oriented issues, correct software defects, implement improved business processes and ensure continuing functionality by:
receiving incident reports and change requests directly or indirectly through a variety of problem, incident or change management processes;
investigating user-identified production incidents through review of data set-up, user procedures applied prior to the incident, existing system capabilities, application enhancement history, file requirements and system interdependencies;
running queries against application data bases to determine the scope of the incident;
identifying and documenting options and alternatives to correct user-oriented production incidents including those which may involve a non-automated solution, predicting user and business impacts, evaluating priorities and implementing the best fix to resolve functionality problems within time, cost and other resource constraints;
consulting with internal and/or external business users on program and system enhancements received through change or service requests
planning the approach, performing proof of concept testing, estimating timing, identifying required resources and internal control requirements such as balancing procedures, and preparing testing regimens for implementing enhancements in a non-project environment; executes the enhancement/fix process;
coordinating and performing system and user acceptance testing and coordinating system and user acceptance testing
providing technical support to members, providers and/or plan administrators for externally facing applications
Develops business rules and documents user procedure changes
In both project and non-project environments, determines and documents security setup requirements through analysis of user screens, data access requirements and business functions. Sets up application security parameters to control screen and data access based on business requirements.

Information and Technology Services Project Support

Provides applications expertise in the development, testing and implementation stages of major new systems, system upgrades and production enhancements by acting as a subject matter expert on the application’s technical business processes, rules, procedures and screen layouts, and providing guidance and advice on end-user impacts of system design.

General Team and Department Support

Actively participates in the identification and development of new and enhanced department standards, guidelines and procedures. Identifies where existing policies require updating and where new policies require development
Maintains up to date knowledge of applications and program design concepts, tools, security requirements, operating systems, end-user business applications specific to PBC’s user environment in legacy and distributed environments, general technology trends and other information related to the provision of application services to users. Conducts ongoing review of technical materials related to changes in in-house systems or the introduction of new systems. Conducts online research and participates in information exchanges with colleagues and technical contacts, including membership in technology resource groups.

Qualifications:
Knowledge:
An introductory software testing course (29 hours or equivalent):
An introductory level Project Management Course (18 hours or equivalent):
An introductory level Database / SQL course (60 hours or equivalent)
An introductory level Systems Analysis course (60 hours or equivalent
Business Communications = 36 hours or equivalent)
Basic Word, Advanced Excel

Previous Experience:
Minimum 4 years previous related experience in business and/or systems analysis or equivalent, including a minimum of 2 years experience in a testing / quality assurance position (or equivalent) in a medium to large sized organization, working on medium to large scale projects.
Demonstrated experience using Microsoft SQL server – SQL Server Management Studio Express and Query Analyzer, SQL Navigator
Demonstrated experience using SQL for the purposes of querying relational databases.
Experience with diagramming tools such as Visio or Sparx enterprise architect.
