Job Description

Title: Regional Manager, Indigenous Relations

Department: External Relations

Major Job Function: Community Support

Reporting the Senior Director, External Relations, the Regional Manager, Indigenous Relations is responsible for maintaining a positive and mutually productive relationship between the College and the First Nation and Métis communities and other external organizations including business and industry, community partners, regional associations, school boards, economic alliances and chambers of commerce within the NLC service region. The Regional Manager will provide support to designated Community Education Committees and community leaders within our service region.

Duties and Responsibilities:
Community Relations
Meet with community leaders, band chiefs, councilors and report outcomes to the appropriate College staff, Directors and/or President.
Work with other community agencies, business and industry to identify education and training needs within the community.
Advise various community leaders, business and industry representatives on strategies for approaching the College for programs and services.
Identify, clarify and transmit information regarding trends, issues, or incidents of potentially disruptive nature in the communities of by industry, students and staff. Recommend appropriate response and/or action.
Advise the College on community perceptions and issues that may require a marketing response.
Proactively liaise with other institutions, agencies, community groups and business/industry to collaborate and optimize community and College resources.
Participate in meetings of the Chamber of Commerce, Economic Development authorities, External Relations, and others as required.
Promote College programs and activities.
Market College programs and identify revenue potentials within region.

Inform communities about:
Donation opportunities.
Student award options.
The separation of responsibility between the College and funding agencies.
The availability of services (old and new) and available contacts.
The advantages of attending Northern Lakes College.
The goals of the College.
The successes of the College.
Community Education Committee (CEC) Support
Active participation and engagement at designated Community Education Committee (CEC) meetings including the development of agenda related to local campus and general college priorities, including college programming.
Assist communities in understanding the roles of the CEC, CCEC, the Board of Governors, and employees.
Promote College courses, programs, and services in the communities during community meetings.
Responsible for the management of and expenditures of the local Community Program Fund and budgeting/reporting processes.
Advise community-nominating bodies on the nomination process for CEC members.
Encourage regular communication between CEC’s, local community leaders, and municipal governments to ensure that College information is shared widely and community input is heard.
Promote community leadership development by modeling effective meetings and encouraging participative decision-making.
Participate in meetings of the Council of Community Education Committee as required and oversee the management of the meeting as required.
Inform students and the community about College services and programs.
Operations Management
Within the context of the Regional Manager’s responsibility, operationalize the College Institutional Plan (CIP).
Advise on Cultural Issues and Events
Consult with the development of strategies to improve student recruitment, retention and completion rates, ensuring the completion and accuracy of key performance indicators and information flow to and from Senior Management and program deliverers.
Identify, explore the potential for new and innovative skill training programs that will provide relevant employment opportunities within the region.
Provide informal advice from a cultural perspective that considers community sensibilities.
Active participation on various internal College committees including the Truth and Reconciliation.
Chairing the annual Round Dance and the Metis Celebrations committees and oversight of both events.
Human Resource Management
Provide consultation, leadership, and supervision for administrative staff and Community Access Point staff as required.
Responsible for initiating recruitment of direct reports, chairing hiring committees, new employee orientation, professional development and training.
Responsible for facilitating the resolution of direct report issues and concerns in a timely, fair and equitable manner.
Work cooperatively with other College units, and performing liaison functions between the CEC and College administration.
Financial Resource Management
Assess needs within region and oversee, prepare and monitor CEC and CPF budgets.
Maintain overall fiscal responsibility as per college policy and procedure.
Oversight / Administrative Duties
Perform administrative duties as required
Submit Performance Appraisals, budgets, and other documents as required.
Manage individual offices including monitoring supply inventory and requesting supplies in a fiscally responsible manner.
Keep a safe and healthy work environment by ensuring classrooms and the campus is clean and by reporting unsafe conditions as required.
Safety inspections as required.

Set professional improvement goals and work with supervisor in the performance appraisal process.
Consult and collaborate with other staff and supervisor to meet college goals.
