As Director, Human Resources you will fulfill a key leadership role responsible for providing strategic direction and advice to Council, the Chief Administrative Officer (CAO), the Strategic Leadership Team and people leaders on the City’s portfolio of Human Resources. The successful candidate will help shape the strategic direction of the organization enabling the success of each business area. You are guided by clear values, ethics and is adept at building strong relationships and is valued as a trusted advisor. The Director will promote organizational capacity through an engaged culture that supports a high performing, collaborative, customer focused and values driven organization.
This role has oversight and accountability over a broad portfolio of employee and labour relations, health, safety and wellness, compensation and benefits, talent acquisition, organizational development and learning, client services, integrated disability management, innovation, integration and administration. With a corporate focus and a requirement for rapid progress and constructive change, this role has a core accountability, in conjunction with leadership and the business units, for helping develop the People Plan and strategies, and the supportive HR programs, policies and practices that will achieve this future state and support the Term of Council Priorities. The leader will achieve strategic outcomes by challenging existing practices and programs and identifying innovative and cost-effective ways to accelerate progress.
You will lead the human resources team to be a value added business partner that provides high quality services to all stakeholders, coaching and mentoring your staff to guide their professional development and succession planning, leading change management initiatives and being accountable for the delivery of human resources services and service level agreements. You will provide strategic advice to staff, departments and stakeholders, liaise with government agencies, outside organizations, vendors and Council to exchange information, represent the Human Resources division and provide a value-added perspective to the organization. You will establish yourself as a human resources expert for all customers, attending Council, Committee and leadership meetings to make recommendations to influence policy and decision-making. You will direct and control the division budget, ensuring approvals and spending are in compliance with financial policy and corporate objectives. You will foster engagement, debate and consensus building to achieve human resources goals and objectives, working collaboratively and fostering a diverse and inclusive workplace. You will promote teamwork with other divisions and stakeholders and demonstrate a deep understanding of diversity and inclusion practices and the ability to foster inclusive practices across the City, and to represent the principles of diversity, equity and inclusion to community groups, stakeholders and other centers of influence.
Your Qualifications and Experience
You have a university degree in Human Resources, Business Administration or suitable equivalent and 10+ years’ of progressive human resources leadership experience with 7+ years at a senior strategic level, preferably in a unionized environment. CHRL designation is an asset. You have experience in all areas of human resources operations, service delivery, organizational transformation, leadership development and strategic planning, a broad background in all human resources principles and excellent negotiation, coaching, mentoring and problem solving abilities. You have experience in leading strategic change to meet corporate goals and an ability to foster collaboration and build trust and credibility. You have excellent diplomacy, facilitation, influencing and consensus building skills and expert knowledge of applicable human resources legislation and public policy. You have the ability to interact with a wide range of stakeholders, community groups, elected officials, corporate executives and other leaders, act as mentor to senior leaders, articulate corporate human resources strategy and build a culture of teamwork, high performance and accountability. Proven track record and ability to connect, mentor and build a dynamic human resources team that is results driven, solution focused and enables results for the business.
Salary Range: $155,336.00- $194,170.00
